Vote rigging?
There is to be a referendum in Cyprus to decide on whether the invitation to join the European Union should be accepted or not. It is a foregone conclusion that a YES vote will be achieved. But here is the catch: the Annan plan (for this read Lord Hannay) is seeking to link this vote with a possible referendum on whether or not to accept the Annan plan. One vote only can be made. So if a Cypriot wants to vote yes to the EU but no to the Annan plan, as most people wish to do, it will be impossible to do so. Voting yes to the EU counts as a yes vote to the Annan plan!
There is no obvious linkage between a settlement of the Cyprus issue and EU membership, as the EU most recently confirmed in Copenhagen, so why have the authors of the Annan plan tried to create one?
There is no reason why the two matters should be linked and it should be made clear that such linkage is legally unacceptable. It also casts further doubt on the intentions of those behind the Annan plan.
